I had this same problem when I first installed IE8. I was able to overcome
this issue by enabling the compatiblity view setting.

Message:thanks but I no luck even after adding the site to compatibility list
eg. http://mypc.mydomain.local becomes mydomain.local in the list
also added localhost as well as mypc to that list
I added also the above 3 to intranet
still no luck:
I sitll get prompted to download
tried protect mode on as well off. no difference
BTW I have done Virtual server repair once just to make sure it is installed
what else can I do before uninstall and re-install?

Also is not compatibility designed to run as IE6?
