high processor queue length

Currently troubleshooting a web application that is appearing to be slow.
The app is hosted on a virtual server (Windows Virtual server 2005 sp1)...
While troubleshooting ,I noticed that the System Processor Queue length was
averging beween 5 & 10 which appears high...I then checked other vms hosted
on other virtual server hsots and noticed similar "average" system processor
queue length numbers...

Is this normal? (for the vm guests to have higher sys proc queue lengths
than the physical hosts which average~ 0)
