used to hold file content to reduce overhead if it is needed again. When an
application requires additional RAM, Windows will automatically free up
space used for the cache so it is available for use by the application, or
in this case, a virtual machine.

What is the amount of RAM you have specified for the virtual machine? Some
RAM will always be needed for Windows, applications running in the "Parent"
machine and the Hyper-V service itself. In Task Manager, look at the value
shown in the "Memory" box. This is (approximately) the amount of RAM
currently in use ignoring the cache.

I have about 22 GB allocated to existing VMs

The VM that wouldn't start was allocated 2 GB

I realize that the parent requires some RAM, but it shouldn't be more than a
couple of GB

It seemed that this 'cached' memory was unavailable for allocation to a
Hyper-V VM, which is problematic
