How to P2V Windows 2000 Server

All, I am trying to convert a Windows 2000 Server into Virtual. I am having
so success here is what I am doing. Anyone have any suggestions?

I have been trying to do a offline P2V of a Windows 2000 Server using VMM.
Here are the steps that I have been doing.

1) Open Virtual Machine Manager
2) From Menu select "Actions" + "Virtual Machine Manager" + "Convert
physical server"
3) Type the name of my Windows 2000 Server in the Computer Name and type
admin pass in account fields - Then click "next"
4) Click next from the Virtual machine name - it populates with the name
automatically
5) Click the "Gather System Information" button
6) Results come back that OK is W2K Server SP4 with drives and network
adapter - Click "next"
7) On Conversion Information screen.... get the following Error (3228):
Online physical-to-virtual conversion cannot be performed for the operating
system Microsoft Windows 2000 Server on the source computer
server.domain.com... Then Recommended Action: -- is empty
8) Hit the "Next" button
9) Volume info displays click "Next" again
10) Select Virtual Machine Host - Highlight my VMM Server click "Next"
11) Select Path put my location of my VMM files -- Click "Next"
12) Additional Properties... click "Next"
13) Summary click "Create"
14) Error message displays Select machine server.domain.com cannot be
virtualized

My understandiing that you have to do a offline P2V on a windows 2000
Server... All my reading has said that when you install the VMM agent on a
2000 Server that it will also install a Windows PE image and modifiy the boot
options to boot into this Windows PE image... but when I reboot my Windows
2000 Server it just boots back into Windows... How do I get it to boot into
the Windows PE so I can do the offline P2V?
