He is not using a VISTA host! He is using Win2003. And the IIS server
*is* running as stated in the question. Must be something else amiss.
But IIS is *not* needed for VS2005! It is only needed for the default
way to administrate VS2005.
Do this instead:
During install of VS2005 select the custom install and *uncheck* the
website integration component (don't remember anymore its name in the
setup). Then VS2005 will install just fine.
To administrate VS2005 download and install VMRC+ from Microsoft.

This is an *application* and does not need the bloated IIS integration
at all. Works much better.
