Timers late?

My application is running under Virtual Server 2005 R2 on a hosting site (the
OS is Server 2003 SP2 Web Edition). I'm noticing that sometimes the timers in
my app (System.Threading.Timer) are firing late, e.g. I set it for 90
seconds, but get the event after 100 - 120 seconds. I'm wondering if this
has to do with the virtual server "swapping me out".

I created a simple test that just fired a timer every 2 seconds and wrote
each event to the database. Sure enough, I see some stretches of 10-20
seconds where no timer event is recorded. It's like the server took a nap
during those intervals.

Is this expected behavior for virtual servers? Do I have any workaround? Is
there a guaranteed maximum time I can be swapped out (assuming that's the
reason)? Or if my app is very timer dependent, do I have to use a dedicated
server?
