If I am using a dual sincgle core proc with HT (Dell 1850) what CPU
are my VM's getting if I grant them 80% of 1 CPU? Are they getting
one physical proc or half of one physical proc? Or am I off base with
my theory of how VS2005 allocates HT CPU?

configuration. Now days it might run just fine with ht turned on.

So, in your scenario, your guest OS will use 40% of your total CPU power, or
80% of 1 core.
