Memory Resource Issues

I wanted to address a problem very similar to a problem "fattire" had
below in "Resource Issue in x64 environment".

Basically we're running a very similar production setup of Virtual
Server on a host machine with 8GB physical RAM.

On any given production day we have 3 VMs each with 1024mb of RAM
assigned to it.

We also have 3 smaller VMs each with 512mb of RAM that come on and
offline occasionally for testing purposes.

I KNOW at one time we had all 5 of these machines running at once. The
host machine has well over 4gb of physical memory available. However,
with the 3 1024mb machines running, I cannot start another VM that has
more than about 512mb of RAM.

This host has been up for 23 days, I was thinking of maybe reseting
everything later tonight after business hours, to see if what happens.
It seems to me that over time, the system is able to use less and less
physical memory for the virtual machines. I'm hoping that this problem
can be addressed, as it doesn't make any sense to me.
