Parrallels Desktop for Mac

I know this is the forum for Virtual PC, but it's all based on the same concept (but yes I understand their differences).
My question is, if anyone can help me:
I've just purchased Parallels 4.0 and want to install Windows XP (as I find Windows Vista annoying) as a virtual machine. Now, I've been looking around for cheap software, but am uncertain as to what I'd be buying. Many list the product as Windows XP SP3 (which I understand to be Service Pack 3) and/or OEM (Original Equipment Manufacturer). Now, what I understand this to mean is that this software is an UPDATE for previous Windows Operating Systems to BECOME Windows XP.
SO... does this mean that if I were to buy this product and go to install it as a virtual machine, it would NOT work because there is no base Windows OS to update?
If this is so, can someone point me in the right direction to purchase XP software I can install to my very bare Parallels in one step?
