Managing server programatically to control VPCs state

Hello all,

Background:

At the company where I work at, we use VPC server intensively to simulate
test and production environments of those customers that use our software.

We have a number of program managers (~20) that need access to our VPC
server on a daily basis to test the custom configurations that are required
for each specific installations (~70 VPCs).

Problem:

Even thought we have two P4 16gb RAM 300 GB hard drives based servers, the
problem we're having is that we are constantly running out of resources on
those servers because everyone wants to use their VPCs and we're always
facing a request for a new VPC, which adds more issues to what we already
have. We have brainstormed on different ways that we can solve this issue
from creating new policies that force PMs to request the use of a VPC and use
within a timeframe (not accepted) to ways to automate via API or similar the
monitoring of these VPCs (is this possible?).

Question:

Can you point me to any resources that have information on this type of
scenario? Or do you have any ideas that we can use to effectively manage our
servers and allow for effective expansion of these environments without
having to invest on more new servers and extra hardware? Could we leverage
IIS or something else to monitor VPC state so we can decide to shutdown VPCs
as required?
