WFW 3.11

I've created a WFW 3.11 VM in VPC7, and everything works, except for networking. I installed the Intel NDIS2 driver for the 21140 emulated network card. When booting up, the VM displays a "FATAL: Unsupported BUS or missing BIOS support" The 21140 seems to be a PCI bus card. I can't remember if WFW 3.11 knows (knew) about PCI.

Has anyone been able to make WFW 3.11 work as a VPC7 VM? If so, how?
