they are set to get their IP automatically and they get APIPA addresses but
they are the same and MAC addresses are the same too.

Local Only is an isolated network, so DHCP won't do anything (unless you
have configured it on the server vm). Even so, if they are set to get their
IP automatically they should get APIPA addresses and be able to ping each
other.
The first thing to do is to see exactly what network config the two
machines have using ipconfig.

That looks like you are using loopback adapters, not Local Only. Forget
about loopback adapters and link the NIC in each vm to the Local Only
network from the VPC console Settings page.
