I currently use XP Pro. With XP as the host, can I install Virtual PC then
install Vista as the guest? Asking only because I'm wondering if the newer
O/S needs to be in the host position. Descriptions I've been reading for
VPC, seem to talk about it in the context of Vista as host then XP as guest.

VPC is an application. You need to boot an OS, the host OS, first.
Then you launch VPC and any VMs you want. The actual host OS is
irrelevant in relation to the guests (VMs), as long as the host OS can
run VPC.

Running Vista as a guest has some limitations, no Aero, no USB, etc.

I agree with that. It will work either way, but running Vista on the
host and XP in a vm is a far smoother operation in my experience.

Installing the older OS first is relevant for multi-booting, not for
running the second OS in a vm.
