Can either O/S version be the host?

I currently use XP Pro. With XP as the host, can I install Virtual PC then
install Vista as the guest? Asking only because I'm wondering if the newer
O/S needs to be in the host position. Descriptions I've been reading for
VPC, seem to talk about it in the context of Vista as host then XP as guest.
