Virtual PC ABSOLUTELY REFUSES to recognize any cd

I'm currently running windows xp sp3 in boot camp (yep..that's right...i'm
using a mac) on an iMac with an intel core duo (2ghz) and 1gb RAM. And a
fully functioning DVD-RW.
I'm having a whole lot of difficulty setting up VPC 2007 SP1.
I have a legitimate Windows 98 Cd, "For PCs without WIndows", and i'd like
to use it to create a Windows 98 virtual machine. However, for the life of
me, I just can't seem to get Virtual PC to recognize that there's a CD In the
drive. I always make sure i'm telling VPC to "Use physical drive F:" before
the virtual machine has time to do anything, and i've even tried turning my
CD into a .iso image, which Virtual PC won't recognize either. For purposes
of determining that it wasn't my CD, i tried a separate, Windows 98 Upgrade
CD...but I got the same result.
I also created a Windows 98 Boot diskette, and used the FDISK and FORMAT
tools to turn my virtual hard drive into a functioning FAT32 drive, in hopes
that maybe if the virtual machine booted from the hard drive it would
recognize a CD. But that didn't help, either.
ANY suggestions?
