I have Vista Ultimate on VirtualPC 2007. The host machine runs XP Pro. The
Vista guest machine can see all machines on the network.

The host machine sees my VMWare machines (both XP Pro) and my 98SE machine,
but it cannot see the Vista machine. Why?

I can share a folder on the Host with the Vista machine. I also want to
share a folder on the Vista guest machine with the Host XP machine but I
need for the Host see the guest Vista machine to do that.

Yes. It is enabled.

I can share a file from the Vista machine to the C drive of my 98SE machine
(entire drive is shared) by just grabbing it and dropping it on whatever
folder I want it in using Explorer. But when I try to drop a file from
Vista on the Host machine, or another XP Pro machine running on VMWare
Workstation 5.5, I get that darn Destination Folder Access Denied error. Why
can I drop it on the 98SE machine but not the XP ones?

My VMWare XP Pro machines can see all machines EXCEPT the Vista machine. My
98SE computer also cannot see the Vista machine although it sees the other
machines on the network.

So, currently, I can share a file from the Vista machine to the 98SE
machine, but not to the XP machines, and no machine can see the Vista
machine while it can see all the other machines.

How is this all set up? Are they running in a workgroup? Have you tried
looking for shares using a net view command? If you find a share using net
view can you assign it using a net use command? This will let you insert a
username and password in the command.

Another test you could try. Can you see a file from Public on Vista in the
other OSs?
