I have a general question which I am sure has been answered before but...

I work in a business environment which has the servers locked down. I am in
need of the ability to install VPC, Windows 2003 server and SharePoint Server
2007. And be able to test its capabilities and functionality locally only
and then promote to the server team.

I would like to set up a small test lab type scinerio...
* Install VPC on my laptop (done)
* Install Server (std) 2003 onto VPC (done)
- Do I need DHCP, Active Driectory etc installed? (not done)
* Install SharePoint Server 2007 onto VPC's OS (not done)
- Have SharePoint only visible to the Host machine (i.e. my laptop)
(if the server team see the instance on the net I will get shut down)

If you install the virtual machine (not the VPC, VPC is the name of the
application) on the Local Only network it will not be seen by anything
except another vm running on the same host.

Whether you use Active Directory or not is up to you. If you are using
Local Only (or a loopback adapter network) you can run AD, DNS and DHCP and
not affect the machines running on the physical network.

I like to keep the host completely out of the equation. Install a client
OS as a vm to connect to your server through Local Only.

It is possible to install a Microsoft Loopback Adapter in the host and
use a network linked to that instead of Local Only. In that case the host is
in the same network as the vms if you must use the host machine to connect
to the vm.
