Yes you need to install the OS in a VM. All VPC does is create a
virtual computer. You need the CD and a license to install the OS.

VPC 2007 only provides the mechanism to allow the other OS's to operate as
virtual machines. :-)
I am 4 days into it, myself. I would suggest you have some quality time
with google entering something like "creating a virtual pc using ms virtual
pc 2007" or similar.

windows xp to my virtual pc 2007 and have also installed VPN contivity on
virtual machine.
Until we get vista 64 competible version of VPN contivity this is a great
